1. Low coolant level - Remove your radiator cap and check your coolant level. If the level is low, there is not enough coolant entering the heater core to make it heat up.
2. Clogged heater core - Remove your radiator cap and take a look at the condition of the coolant. If the coolant is not a bright green color or if you see a mud like substance in your radiator or in your overflow tank, than your heater core is clogged.
3. Wrong thermostat or defective thermostat - This is rare but you may have a defective thermostat or even have installed the incorrect one.
4. Air in the cooling system. Did you bleed the air out of the cooling system after you replaced the thermostat? If not, there are probably some air pockets in the system that need to be bled out.

If you have a new thermostadt..and there is no leak in the heater core...If your coolant/water ratio (too much coolant) is not correct it can affect wether or not the heater works properly. If you changed out the thermostadt then possibly there might be too much coolant.
Might also check the heater switch.
Actually stush30 knows what Im talking about...that there is a reason there is a ratio of water and coolant..rather than just fill it with coolant. Just because the rpm's are lower..doesnt slow the flow of water...the water pump continues to pump the water through the engine at a constant rate, and has nothing to do with rpm's.
Drain maybe little less than half from the radiator...refill with water...and check your heater...if it doesnt work for you..no damage done!

Possible heater core restricted, low RPM less flow throught heater core, less heat. look like your coolant is not circulating. Maybe good time for new water pump as well as new thermostat.
